For public sector & education
ADA Title II and WordPress: accessibility for public bodies
The US Department of Justice's ADA Title II rule requires state and local government websites — including public schools, colleges and libraries — to meet WCAG 2.1 Level AA. Lumtera helps your editors keep content accessible, checks documents and templates, and keeps a record of the work. General information, not legal advice.
Why it matters now
- 26 April 2027 compliance date for public entities serving 50,000 people or more. Source: Federal Register: extension of compliance dates (April 2026)
- 26 April 2028 for smaller public entities and special district governments. Source: Federal Register: extension of compliance dates (April 2026)
- WCAG 2.1 AA the standard the rule requires. Lumtera checks against WCAG 2.2 A and AA, which includes it apart from the retired 4.1.1 Parsing. Source: Federal Register: final rule (April 2024)
How it works
A workflow you can repeat
-
Inventory and scan
Check all content in one click and open key templates in review mode. The site report shows the most common issues and the pages that need attention.
-
Train editors as they write
Checks run in the block editor, the classic editor and Elementor, with plain-language fixes, so new content starts out right.
-
Record exceptions honestly
Tag archived content or pre-existing documents with the Title II exception you believe applies, with a note. Tagged items stay in every total, marked "Exception claimed".
-
Document and report (Pro)
Check PDFs in the Media Library, re-check key pages on a schedule, keep a tamper-evident evidence log, and draft a VPAT 2.5 conformance report for procurement.

Your key pages and templates, found for you and checked daily or weekly as a logged-out visitor, with an alert only when new errors appear.
Tamper-evident evidence log and evidence pack

Every site in a WordPress network on one Network Admin screen, with its score, errors and coverage.
The plan that fits
Personal, $149 a year
One site needs the Personal plan, with PDF checks, the evidence log and the conformance report. A campus network with many sites fits Agency, with one license for the whole multisite network.

What Lumtera cannot do for you
Automated checks find a meaningful share of issues, not all of them, and cannot decide whether an exception applies. Plan for manual testing with a keyboard and a screen reader, and an expert audit of your most important services.
Questions
Something else on your mind? Contact support
Does Lumtera check PDFs?
Lumtera Pro checks PDFs in your Media Library for the most common problems — whether a PDF is tagged, has a title and a language — and lists which documents need work. It does not fix PDFs; remediate or replace them in the tool that made them.
Can we get a VPAT for procurement?
Lumtera Pro drafts a VPAT 2.5 style Accessibility Conformance Report of your own site from your results and test sessions, on every plan. It marks what automated checks cannot confirm, so a person completes it. It is a report about your site, not a certificate.
Do you offer discounts for public bodies or education?
No. Prices are the same for everyone, and the free plugin — every check, the statement, the feedback form and the exception tags — costs nothing. For a quote or procurement paperwork, contact us.
Does Section 504 have the same dates?
No. The HHS Section 504 rule for recipients of HHS funding moved its web dates to 11 May 2027 (15 or more employees) and 10 May 2028 (fewer than 15).
