Does this help on a normal single site?

No — this is for WordPress multisite networks only. On a standard single-site install there is no network admin layer to attach to.

How many subsites does the Scale license cover?

Scale ships in two variants: a 1-site licence ($299/yr) or a 15-site agency licence ($599/yr). Pick the variant that matches how many subsites you need Sikshya Pro activated on. Free-tier features still work on unlimited subsites regardless of which licence you hold.

Can different subsites run different tiers?

Each subsite either has Pro activated (counts against your site cap) or runs free-tier only. There's no per-subsite Starter / Growth / Scale split — your account tier applies to all activated subsites.
